To drive a motor vehicle, you must hold a license issued by competent public authorities. This driving license is obtained after successfully passing a theoretical examination and a practical examination at an official examination center.
In Morocco, the driving license is assigned a certain number of points. In case of traffic code violations, points may be deducted according to a predefined scale. Additionally, the traffic code has established a flexible system for recovering lost points, provided the license holder observes certain rules.
2. INITIAL POINT CAPITAL
The driving license has a capital of 20 points during the 2-year probationary period, and 30 points when it becomes permanent
3. HOW MANY POINTS ON MY LICENSE?
The Ministry of Equipment and Transport is responsible for managing the point-based license system at the driver database level as follows:
• Point deduction is carried out based on final court decisions pronounced by the Tribunal or based on the document justifying payment of the transactional and flat-rate fine.
• The increase in point balance is carried out systematically if the driver meets the above-mentioned conditions. The driver is informed by mail of any change in their point balance.

5. WHEN ARE POINTS DEDUCTED?
Points are deducted if the driver commits a violation or offense punishable by point deduction. This deduction is operated according to the degree of severity of the violation committed by the driver. It is operated in the case of 13 among more than 120 very serious violations and in the case of 18 very serious offenses.
6. FINES
Transactional and Flat-Rate Fines (ATF) are fines that apply to violations that can be subject to a transaction, through the payment of a flat-rate amount fixed according to the severity of the violation.
The amount of ATF is fixed according to the nature and severity of the violation. There are 3 classes of ATF:
• 1st Class ATF: Applies to 30 violations – 700 DH
• 2nd Class ATF: Applies to 35 violations – 500 DH
• 3rd Class ATF: Applies to other violations – 300 DH
7. POINT RECOVERY
The driver can recover part of the lost points if they demonstrate respect for traffic rules or the following conditions:
• Recovery of 4 points: By attending a road safety education session organized by authorized establishments
• Recovery of 4 points: If no violation punishable by point deduction is committed for one year
• Recovery of the total balance of 30 points: If no violation punishable by point deduction is committed for 3 years
8. DRIVING LICENSE CATEGORIES
CATEGORY “A1”: Minimum age of 16 years old
• Light motorcycle
• Light motorized tricycle
• Heavy motorized quadricycle
CATEGORY “A”: Minimum age of 18 years old
• Light motorcycle
• Motorized tricycle
CATEGORY “B”: Minimum age of 18 years old
• Motor vehicles used for passenger transport with a maximum of 8 seats besides the driver’s seat
• Motor vehicles used for goods transport with a maximum authorized total weight in load (PTC) not exceeding 3,500 kilograms
• Agricultural motor vehicles, forestry motor vehicles, public works motor vehicles, and special motor vehicles using public roads, with authorized total weight in load not exceeding 3,500 kilograms
Note: A trailer can be attached to vehicles in this category if its total weight in load does not exceed 750 kilograms, or if it exceeds 750 kilograms, provided that the total authorized weight in load of the towing vehicle and trailer combined does not exceed 3,500 kilograms, or the total weight in load of the trailer does not exceed the unladen weight of the towing vehicle.
CATEGORY “C”: Minimum age of 21 years old
• Motor vehicles used for goods transport with total weight in load exceeding 3,500 kilograms
• Agricultural motor vehicles, forestry motor vehicles, public works motor vehicles, and special motor vehicles using public roads, with authorized total weight in load (PTC) exceeding 3,500 kilograms
Note: A trailer can be attached to vehicles in this category if its authorized total weight in load does not exceed 750 kilograms.
CATEGORY “D”: Minimum age of 21 years old
• Motor vehicles used for passenger transport with more than 8 seats besides the driver’s seat, or transporting more than 8 people excluding the driver
Note: A trailer can be attached to motor vehicles in this category if its authorized total weight in load does not exceed 750 kilograms.
CATEGORY “E (B)”: Minimum age of 18 years old
• Vehicles falling under category “B”, attached to a trailer whose total weight in load exceeds 750 kilograms, when the total weight in load of the trailer is greater than the unladen weight of the towing vehicle, or when the sum of the total weights in load of the towing vehicle with the trailer is greater than 3,500 kilograms
CATEGORY “E (C)”: Minimum age of 21 years old
• Set of coupled vehicles whose towing vehicle falls under category “C”, attached to a trailer whose total weight in load exceeds 750 kilograms
CATEGORY “E (D)”: Minimum age of 21 years old
• Set of coupled vehicles whose towing vehicle falls under category “D”, attached to a trailer whose total weight in load exceeds 750 kilograms
Note: If vehicles in categories “A1”, “A”, and “B” are specially equipped for disabled persons, this must be indicated on the relevant driving license by symbols fixed by the administration.
IMPORTANT: Each driving license category only allows driving of the corresponding vehicle category as mentioned in the table above.
HOWEVER:
• The driving license of category “E (C)” or “E (D)” is also valid for category “E (B)”, provided that its holder possesses the driving license of category “B”
• The driving license of category “E (C)” is also valid for category “E (D)”, provided that its holder possesses the driving license of category “D”
• The driving license of category “A” is also valid for category “A1”
9. EXCHANGE OF DRIVING LICENSE
The file must include:
A – For non-diplomatic persons residing in Morocco:
The file must include:
1. A special form called “formula P II”, properly filled out and signed by the applicant
2. Proof of the applicant’s identity and place of residence by presenting:
– A certified copy of the national identity card or Moroccan passport, or a copy of the valid electronic national identity card for Moroccan candidates
– OR a certified copy of the registration certificate or receipt of deposit of the registration certificate application in progress, accompanied by a residence certificate issued less than three months ago by the National Security or Royal Gendarmerie services, for foreign candidates residing in Morocco
3. Receipt of payment of stamp duties and service fees instituted by current legislation
4. A medical certificate issued less than 3 months ago by an approved doctor attesting to the candidate’s physical and mental fitness for the requested category
5. Two recent front-facing identity photos, in color, 35/45 mm format, on white background
6. The original of the valid foreign driving license accompanied by translation in Arabic or French, if the license is written in a language other than these two languages
B – For members of diplomatic or consular missions accredited to Morocco:
The file must include:
1. A special form called “formula P II” properly filled out and signed by the applicant
2. Two recent front-facing identity photos, in color, 35/45 mm format, on white background
3. A photocopy of the valid foreign driving license certified as conforming to the original by the administration to which the applicant belongs
4. A photocopy of the valid diplomatic identity card
5. A document attesting to the exemption from payment of stamp duties and service fees granted by the services of the Ministry of Foreign Affairs and Cooperation
N.B: For foreign nationals residing in Morocco who do not have diplomatic status, the exchange is subject to the existence of a driving license recognition agreement between Morocco and the country that issued the foreign driving license.
Members of accredited diplomatic and consular missions can, within the framework of privileges provided by international conventions in this matter, exchange their foreign driving licenses for a Moroccan license under the conditions mentioned in B above.
For Moroccan nationals returning definitively to Morocco, the exchange is not subject to the existence of such a recognition agreement.
